Yep, that's the idea. People could develop autonomous programs/plugins in
Csound language instead of C or C++, and even compile them to more platforms
than Csound can run on (such as dsp platforms), and even make money with them
if they wish :-)

Wrt speed, I think the compiled programs/plugins would necessarily run a bit
faster than Csound : I am not a CS expert but I suppose much of their code
could be inlined to save function calls, and there would be no syntax checking
or compiling to do to execute them. The speed ratio certainly wouldn't reach
the Sfront/Saolc ratio though (around 10, cf recent Richard Dobson's post on SAOL-dev).

However as far as orc development is concerned your vst2-interfaced Csound
project remains the best I think, since it will probably allow shorter
development cycles. Ideally we would have both.
