I'm a bit busy at the moment or I'd do it myself. I would however like to
suggest that anybody undertaking this might take a look at my project
called libsndfile.
libsndfile is a C library for reading and writing sound files
such as AIFF, AU and WAV files through one standard interface.
It can currently read/write 8, 16, 24 and 32 bit PCM files as
well as 32 bit floating point WAV files and IMA/DVI ADPCM WAV
files. This library should compile and run correctly on any
unix as well as Win32 (MSVC++).
libsndfile is released under the GNU General Public license
and is released in source code format.

Hope this helps,
