Officially, yes, the ISO standard is now available for purchase
from the ISO. Go to www.iso.ch and search for 14496-3 to
see how to do this. And read "How to place your order."
(You place the order through your national standards body,
which is ANSI if you're American). It costs about $200,
you get all the other Audio parts (like AAC) for free
as part of that.
However, the only changes that I'm aware of between the FDIS
of 15 May 98 and the final standard are minimal and non-technical.
If you're implementing the standard, the 15 May 98 document
will get you 99% of the way there at least.
One of the things on my to-do list is to assemble and submit
a list of corrigenda (errors and their fixes) to the SA
standard. Don't send them yet, I'll send out a call in
a few weeks.
