The variable to be controlled must be 'imports' per 5.4.6.5.3.
There should be a note on this in 5.7.4 as well, I've made a
note of it. It can only be a ksig.

(NB all such design decisions may be argued with -- I like to
think I have justification for restrictions such as these.
But it's easy to change this stuff.)

They're pfields, and are set only at i-time. You oughtn't
try to assign to them, although I'm not sure what happens if
you do.
