Only for encoding and streaming encoded MP3 you have to pay; you can
arrange that with 'Thomson multimedia' at http://www.mp3licensing.com , you
can also find the rates online there. For other details you can also check
out Fraunhofer's site at http://www.iis.fhg.de/ .

You may implement SAOL for a commercial product (for example mine,
http://www.bonneville.nl/cps), but for MP4 in general I do not know, I saw
a link at Fraunhofer's site @
http://www.iis.fhg.de/amm/techinf/mpeg4/index.html which says something
about it (though nothing on licensing but you can mail them there).
As for the MP4/SAOL format, I do not know exactly, as far as I know there
is NO official MP4/SAOL format but there is one used as 'intermediate' for
saolc and sfront, that is, the SA bitstream - can anyone confirm this?

Best,
