Oh no, I wouldn't agree with that sentiment -- MPEG isn't like
some standards organizations I know, where that would be a
fair characterization :-). People in MPEG generally listen to
good ideas from the broader community and incorporate them into
the process. Many of the ideas in COR1 (the Corrigenda that fixed
many long-standing Structured Audio issues) started as postings on
this mailing list.
All I meant to convey is that its a different process than, say,
writing to the folks that work on GIMP and asking for changes in
their API. ISO/IEC standards are essentially legal documents, and
like laws there's a lot of process that stands in the way of making
a new one.
