New modified WIN32 version of saolc

The new bells-n-whistles in this version are:

A temporary fix to the problem I found which prevented infiles from
being read.

Support for 16,24,32 bit int and 32bit f/p samples for both input and
output (except for bitstreams, which I have not touched), for WAVE and
AIFC as well as aiff. Floatsam aif files are written as aifc.

For floating-point files, two new facilities are available, exploiting
the use of the PEAK chunk:

Infiles with over-range data can be automatically rescaled to +- 1.0
Outfiles can be written without clipping.

Such over-range f/p files can be played by 'Playsfx' from the CDP
Multi-Channel Toolkit (free download from the CDP website) using
rescaling, so thay can be auditioned without distortion.

This can be demonstrated using the 'claps' example, which runs
over-range by some 50% towards the end.
